Accessibility Statement for Manchester City Council Market Rights Platform

This accessibility statement applies to the website https://markets.manchester.gov.uk/.

This website is run by Manchester City Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We've also made the website text as simple as possible to understand.

How accessible this platform is

We know some parts of the platform are not fully accessible, including:

  • Some text, buttons and focus indicators do not have sufficient colour contrast, making them difficult to see for people with low vision
  • Some content does not display correctly when zoomed to 400% or viewed on smaller screens, which can cause content to overlap, become clipped or be difficult to use
  • Some interactive elements are not fully accessible to keyboard and screen reader users, including menus, tables, date pickers and dynamic content updates
  • Some form fields and controls do not have clear labels or instructions, which can make it difficult for people using assistive technologies to understand their purpose

Manchester City Council is committed to making its platform accessible, in accordance with the Public Sector Bodies (website and Mobile Applications)(No. 2) Accessibility Regulations 2018.

This platform has been tested against the Web Content Accessibility (WCAG) 2.2 AA standards.

This platform is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

The content listed below is non-accessible for the following reasons.

Non-compliance with accessibility regulations

Colour contrast

The colour contrast of text against a coloured background does not meet the ratio of 4.5:1 across the platform. This fails WCAG 1.4.3 Contrast Minimum Level AA. We plan to make sure the colour contrast meets a 4.5:1 ratio by Q4 2026. We will make sure that any new content or features meet the accessible contrast ratio.

Keyboard focus

The Keyboard focus indicator is not very clear on some interactive elements. This fails WCAG 2.4.7 Focus Visible Level AA. We plan to add keyboard focus indicators to all interactive elements by Q4 2026. We will make sure that any new interactive features will have clear keyboard focus indicators.

Zoom to 400%

Some elements such as the menu, footer icons do not reflow correctly when the browser is resized to 400% zoom. This fails WCAG 1.4.10 Reflow AA. We plan to make sure that the content on the platform reflows correctly at 400% zoom by Q4 2026. We will make sure that all new content is available and accessible at 400% zoom.

Screen reader support

Some elements such as the filtered results are not announced correctly by screen readers when results are updated. This fails WCAG 4.1.3 Status Messages AA. We plan to ensure that search results are properly announced to screen reader users by Q4 2026. We will make sure that all new functionality provides appropriate announcements for dynamic content updates.

Mobile responsive

Some content and interactive elements do not display or function correctly on smaller screen sizes and mobile devices. This fails WCAG 1.4.10 Reflow Level AA and WCAG 1.3.4 Orientation Level AA. We plan to improve the responsiveness of the platform to ensure content adapts correctly across mobile devices and screen sizes by Q4 2026. We will make sure that any new content or functionality is fully responsive and accessible on mobile devices.

Language and labels

Some form fields and interactive elements do not have clear or descriptive labels for assistive technologies, and some labels are missing entirely. This fails WCAG 3.3.2 Labels or Instructions Level A. We plan to update all form fields and interactive elements to ensure they include clear and descriptive labels and instructions by Q4 2026. We will make sure that any new forms or interactive functionality include appropriate labels and instructions for all users.

This statement was prepared on 19th June 2026. It was last reviewed on 19th June 2026.

The platform was last tested on 18th June 2026 against the WCAG 2.2 AA standard.

The test was carried out by Invuse. The most viewed pages and key user journeys were tested using automated and manual testing tools using Google Chrome, Microsoft Edge and Apple Safari.
